Public Production - Produktion von Oeffentlichkeit
Oeffentlichkeit ist ein Terrain der freien, kontroversen
Meinungsaeusserung, ein physischer oder medialer Raum, in dem
kulturelle und politische Diskurse, Handlungs-, Kooperations- und
Konfliktformen sich entfalten koennen. Freilich ist nicht mit jedem
neuen Medium auch eine Erweiterung des oeffentlichen Raumes
verbunden. Im Gegenteil koennen technische Medien auch eine
Einschraenkung des Oeffentlichen mit sich bringen, wenn naemlich die
Ausdrucksformen, die sie ermoeglichen, inhaltlich praedeterminiert,
homogenisierend und reibungsarm sind - zu denken waere beispielsweise
an Computerspiele, die im physischen Stadtraum ueber
Wireless-Schnittstellen ausgetragen werden und die mit sehr engen
'Command-and-Control'-Modellen operieren. Im Extremfall koennte man
von 'negativen Oeffentlichkeitsmaschinen' sprechen, die
Oeffentlichkeit negieren oder 'absaugen'. - Das Panel geht der Frage
nach, wo technische Medien und ihre Anwendungen Formen der
Oeffentlichkeit erweitern oder erneuern, und wo sie dies nicht tun.

Public Production
The public sphere is a terrain of free and conflictual forms of
expression, a physical or medial space in which cultural and public
discourses can unfold as much as different forms of action,
cooperation and conflict. However, not every new medium will also
immediately engender an expansion of the public sphere. On the
contrary, technical media can effect a limitation of the public
sphere when the forms of agency that they facilitate either
predetermine the content they can convey, or homogenise
communication, or reduce the friction that exists in social
relations. In extreme cases one could speak of 'negative
public-machines' which negate or siphon off the characteristics of
the public sphere. - The panel will raise the question in which cases
technical media and their applications extend the potentials of the
public sphere, and in which cases they don't.

War es bisher die ländliche Gegend der Gemeinden Tornitz und
Werkleitz, die das internationale Medienkunstfestival wesentlich
bestimmt hat, so bewegt sich die 6. Werkleitz Biennale im
Spannungsfeld des historischen Volkspark-Areals in Halle (Saale).
Dort werden in der Zeit vom 1. bis 5. September 2004 verschiedenste
Positionen aus der zeitgenössischen Kunst- und Kulturproduktion
versammelt sein.
Die 6. Werkleitz Biennale präsentiert neben der umfassenden
Ausstellung mit zahlreichen Beiträgen im Innen- und Außenraum, die
zum größten Teil für die Biennale produziert wurden, diverse Film-
und Videoprogramme, tägliche Panel-Diskussionen, Performances und
DJ-Auftritte.
Hinzu kommt die im Vorfeld der Biennale vom 27. bis 31. August
veranstaltete fünftägige Halle School of Common Property, ein offenes
Forum mit Workshops und Seminaren für alle Interessierten. Die
Ergebnisse der Halle School werden auf der Biennale präsentiert.
Unter dem Titel Common Property / Allgemeingut thematisiert die
Biennale kulturelle, gesellschaftliche und ökonomische Bedingungen
und Konsequenzen der aktuellen Transformationen von
Eigentumsverhältnissen und -rechten. Durch die Zusammenführung
verschiedener kritischer Ansätze künstlerischer Praxis wird die
Biennale selbst zur Initiatorin kultureller Produktion - die Frage
nach Zugriff und Anspruch auf Wissen als Allgemeingut steht dabei im
Zentrum.

Mit mehr als 100 internationalen TeilnehmerInnen, 19 thematisch
fokussierten Programmen mit über 60 Filmen und rund 40
Ausstellungsbeiträgen in verschiedenen Formaten ist die 6. Werkleitz
Biennale die bisher größte Veranstaltung in der Geschichte der
Werkleitz Gesellschaft.
Neben dem Programm im Areal des Volkspark werden täglich Führungen
durch die Ausstellung und thematische Exkursionen zu ausgewählten
Orten im städtischen Raum angeboten.
BITTE VORMERKEN:
Die Eröffnungspressekonferenz findet am 1. September 11.00 Uhr im
Volkspark statt.
Direkt im Anschluss daran führen Angelika Richter, die künstlerische
Leiterin der 6. Werkleitz Biennale und das kuratorische Team durch
die Ausstellung. Danach stehen das kuratorische Team und die
anwesenden KünstlerInnen für Interviews und Einzelgespräche zur
Verfügung.
Bis zum Beginn des Eröffnungsprogramms um 18.00 Uhr besteht für
JournalistInnen darüber hinaus die Möglichkeit, die Beiträge des
Film- und Videoprogramms in Ruhe vorzusichten oder sich zur Arbeit in
die Presse-Lounge zurückzuziehen.

Bis zum 17. August 2004 besteht für alle Interessierten die

Volkspark in Halle (Saale)
Welcome to the 6th Werkleitz Biennale at Volkspark Halle (Saale)!
While it was previously the rural region of the Tornitz and Werkleitz
municipalities that essentially characterised the international media
arts festival, the 6th Werkleitz Biennale will now be situated in the
exciting field of tension of the historical Volkspark area in Halle
(Saale). From 1 to 5 September 2004, the most various positions in
contemporary art and cultural production will come together here.
The 6th Werkleitz Biennale with its more than 100 participants
presents a total of 19 film and video programmes, a comprehensive
exhibition with over 40 indoor and outdoor contributions that were to
a large extent created for the biennial, daily panel discussions,
performances, shows and DJ's. In addition, there will be the 5-day
Halle School of Common Property directly preceding the biennial from
27 to 31August, a forum open to anyone interested with workshops and
seminars that will then also be presented during the festival.
Under the title Common Property / Allgemeingut, the biennial will
address the cultural, social and economic conditions and consequences
effected by the tightening of current ownership structures and
property rights. The contributions of the biennial reflect the debate
on intellectual property that in the past decade has triggered a
global controversy over private property and collective property. By
bringing together various critical approaches and aspects of artistic
practice, the biennial itself will initiate cultural production,
whereby the main focus will lie on questions relating to the access
and claim to knowledge and the demand for common property.

A detailed festival programme and comprehensive list of artists is

Apart from the exhibition, the film programmes and the discussion
events the biennial offers daily guided tours of the exhibition and
thematical excursions to public places in Halle from 1 to 5 September.
PLEASE NOTE:
The opening press conference of the 6th Werkleitz Biennale will take
place on 1 September at 11 a.m. at Volkspark. The press conference
will be followed by a guided tour of the exhibition given by the
festival director Angelika Richter and the curators. The Team and the
participating artists will also be available for interviews.
Journalists will have the opportunity to preview the contributions of
the film and video programme in their own time or retire to the press
lounge to work before the start of the opening programme at 6 p.m.

The registration deadline for the Halle School of Common Property (27
to 31 August 2004) has been extended to 17 August 2004.
